If you are planning to marry in another country, you may be required to obtain a Certificate of Non-Impediment. Another name of this document is a single status affidavit. A single status affidavit is a sworn statement that you are eligible to marry. No standard 'Certificate of Freedom to Marry' document exists in the United States. The affidavit needs to be commissioned by a commissioner of oaths. It is a sworn document for you to take to another country that says that you are single and not married and that you are able to be married in another country.
In the past, the U.S. Embassy allowed American citizens to swear such an affidavit of eligibility to marry before a U.S. consular officer. Now such documents still are of great importance for those who are planning to go abroad. Almost all countries require that a couple can provide such a certificate before they will issue a marriage license. Then has to be certified by the Secretary of the State Office of the state where the document is executed (Apostille of Certification for non-Hague countries). The affidavit should be less than 3 months old when it is presented to the Town Hall for your license - otherwise it is not valid. It is a good idea to get it a few weeks before you come to the intended country. Embassy requirements for an affidavit of single status may allow people to simply make and sign a sworn statement in front of a notary or embassy official, saying that they are unmarried and are free to marry.
